"Palmar City lies in Corrientes Province, Argentina’s Mesopotamia, on the river whose name is the same as that of the province itself. It isn’t large but has significant commercial activity, at least as far as local conditions are concerned. Despite the province’s extraordinary fertility, its agriculture produces only enough for domestic consumption. There isn’t enough industry to mention, and exports consist only of forest products and those of the herds. At the time when we were approaching this town from the south with our captives it was the dispatching center for all military undertakings against insurrectionist Lopez Jordan. There were soldiers of all kinds, whose appearance would have made a soldier of Germany’s Home Guard shake his head. And yet they made a better impression than those I had seen at Jordan’s headquarters. When we arrived we saw them exercising to the left and to the right of the road. The town isn’t situated directly adjacent to the river, but is separated from it by swampland, made transitable by means of reed dams. The Colonel had us arrive at a gallop as far as the Plaza where our group stopped in front of the Casa de Ayuntamiento. The City Hall looked more like a courtyard such as those found in the Lüneburger Heide [heathland] than the seat of an office of government. "
